Set up iCloud Contacts

If your contacts are stored locally on the iPhone and not in another cloud syncing service, then you would only need to turn off iCloud contacts and turn it on again, then choose to merge them with iCloud when prompted.
If you are unable to merge your contacts, then it is unlikely that they are stored locally on the iPhone, and are instead synced with another cloud syncing service. You can find out if you're using another service for your contacts by going to Settings > Contacts > Accounts and see which accounts have Contacts enabled.
If that's the case, then to get them to iCloud you will need to export them from the current service and import them to iCloud:
